This is one of 16 glitter codes in the Blue Book. Glitter dip shows the sparkle in the powder itself rather than in a top coat, so the shimmer runs through the whole layer and does not wear off the surface. Most techs use it as an accent nail or over a matching cream from the same family.

How to apply #070
Start with a clean, dry plate: cuticles pushed back, nail shaped, shine buffed off, alcohol wipe. Then pick the service.
- Dip on the hands. Thin base, dip #070, tap, thin base, dip again. Activator, file, buff, activator again, top coat. Nothing to cure.
- Gel on the hands. Cure a thin gel base, cure two thin coats of the #070 GelStar, cure the gel top and wipe.
- Lacquer on the toes. Two coats of the #070 lacquer, left to air-dry.
To remove the dip or the gel, soak in acetone. Do not peel; it takes the top layer of the plate with it.

Is #070 a glitter or a shimmer?
A glitter. The sparkle is in the powder, so it runs through the whole layer and does not wear off the surface the way a glitter top coat does. Many salons pair it with a cream from the same family as an accent nail.
Will the gel and lacquer match the #070 powder?
That is what the code is for. We build all three pieces of #070 to one shade, which SNS calls MasterMatch, so the powder on the hands and the lacquer on the toes read as one color. Match against the physical Blue Book or the swatch photo above rather than a phone screen when the decision matters.
Is this a dip powder or an acrylic powder?
Both. Over base it works as a dip overlay; with monomer it sculpts like an acrylic. One jar of #070 does either job.
